Making Hyderabad city a safe and violence free place for women and girls



  1. Women’s forum of HCSC is committed to empower women in Hyderabad to manage and respond effectively to the issues of Safety and Security in the city

  2. Provide a Platform for the community and Police to engage on issues related to violence against women and girls to make this city a great and safe place for women to live in

  3. Empower, educate and enable women from all sections of the community, importantly from vulnerable sections, to

    • Manage and respond effectively to the issues of violence against women and children

    • Be self-reliant in dealing with issues of safety and security


The main focus of all the programs of HCSC Women’s Forum is to make the Hyderabad city a safe place for women and girls by ensuring safety and security within and outside their homes.

Enabling Bharosa centre by Enhancing it’s capacity and Escalating it to the next level by widening the scope through a hub and spoke model towards making Hyderabad city a safe and violence free place for women and girls.

Objectives of eBharosa

  1. To escalate Bharosa Centre to provide tele-counselling

  2. To adopt virtual counselling techniques to reach out to the women survivors of violence

  3. To build a strong network with various service providers & support agencies. 

  4. Technology interface for monitoring, evaluation, documentation & reporting

Creating awareness to the drivers of public & private transport vehicles and sensitise them on women’s issues, their rights and laws, thereby evolving a cadre of sensitised volunteers to create an enabling environment for women and girls to move without fear and inhibition in the city of Hyderabad.

To facilitate / foster better security conditions for working women, job aspirants and girl students staying in hostels / Paying Guest accommodation (PG) with involvement from hostel owners, hostellers, coaching centres, colleges & the Hyderabad Police.

Considering the fact that this year's International Women’s day theme is #EachforEqual#, a program for women’s empowerment that will be sustainable and impactful involving women from the community has been ideated. The name reflects the vision - “She Triumphs through Respect, Equality and Empowerment”, in short “STREE”.

The major objective of STREE is to create a platform for women to come together and work along with police for joint intervention on issues of safety and security of women and girls. It is envisaged that the collective learning and action against all forms of violence that women and girls face will bring down the number violent incidents and make the city a safe place for women. In the process, the women’s leadership at gross root levels would evolve and work in collaboration with wide variety of stakeholders to ensure women’s safety, equality and empowerment.

Research shows that many women in India do not stand up to violence or abuse they face, as the societal and legal frameworks inhibit them from speaking out. Many tragic consequences could have been prevented if only the women had a confidence to reach out for help.

Margadarshak program provides confidential help in such cases of violence or abuse. The volunteers facilitate consultations with the police and provide an avenue for navigating the system and use available resources. Margadarshak program also provides the infrastructure support for every working woman and girl student in Hyberabad to seek police support in a confident manner. The program creates a nurturing space where women can share and seek social and police support when required.

Scope of Margadarshak Program

  • The scope of the Margadarshak program extends beyond the Internal Complaints Committee mandate of organisations.

  • Margadarshaks will be equipped to discuss domestic issues that women employees may be facing; provide initial counselling and guidance on seeking legal and police help.


Margadarshaks are:

  • Resources within every company / college @ Hyberabad who would guide employees / girl students on the process of seeking basic police support when required

  • Trained by HCSC on providing guidance to women employees / girl students on seeking police help

  • Expected to be emotionally resilient and provide emotional support to women in distress

  • Not necessary to be fluent in law themselves but will have basic knowledge of related law and regular interaction with law-enforcing authorities to help the distressed person to resolve the issue
